We are seeking a Senior Privacy Policy Program Instructional Designer to help lead privacy governance, workforce training, and development initiatives for a high-impact federal agency. This position offers a unique opportunity to influence the agency’s privacy posture and shape strategic workforce capacity building in the responsible use of data and technology.

The Senior Privacy Policy Program Instructional Designer will support the Privacy Policy Center within the Office of Planning, Research, and Evaluation (OPRE) at the Administration for Children and Families (ACF), U.S. Department of Health and Human Services. The Senior Privacy Program Instructional Designer will work alongside a Federal Senior Policy Advisor to operationalize privacy compliance initiatives, develop ACF-wide privacy technical assistance documentation and training, and support strategic workforce development efforts to embed data privacy ethics across ACF. Established as a key initiative under the 2024 ACF Data Strategy, the Privacy Policy Center was created to centralize and strengthen ACF’s approach to data privacy, transparency, and responsible data use across human services programs. For professionals in this role, the Center offers authoritative guidance on safeguarding personally identifiable information (PII), developing privacy-aware training content, and aligning instructional design with federal mandates such as the Privacy Act of 1974, FISMA, and Section 508. By leveraging the Center’s policies, tools, and best practices, this position can support ACF’s mission while fostering a privacy-first culture and enabling data-informed decision-making across the agency and its partners.

The ideal candidate will bring senior-level experience in instructional design, change management, while also preferably having some experience with federal privacy policy. This position requires strong leadership, advanced technology skills especially with e-learning based instructional design, and cross-functional collaboration skills to align privacy protections with ACF’s mission of improving outcomes for children, families, and vulnerable populations.

Responsibilities:
• Privacy Program Leadership.
• Serve as a senior instructional designer of e-learning content that focuses on federal privacy requirements and best practices across ACF program offices.
• Lead the development of a web-based review and approval system for Privacy Impact Assessments (PIAs), System of Records Notices (SORNs), and related compliance documentation, including subject matter expert (SME)-level guidance on data sharing, use agreements, and contractual privacy language to support program evaluation and research while mitigating risk.
• Provide SME-level advise on instructional design methods to communicate privacy risk management strategies related to data systems, emerging technologies, and cross-agency partnerships.
• Help lead Privacy Policy Center staff to monitor, document, and provide technical assistance for privacy-related incidents and system vulnerabilities.
• Support the advancement of ACF’s Privacy program by co-leading developing standard operating procedures, policy guidance, and internal controls that align with evolving federal requirements. Instructional Design and Workforce Development .
• Lead agency-wide needs assessments to identify knowledge gaps in privacy, data ethics, analytics, and artificial intelligence.
• Facilitate design and implement targeted training programs and technical assistance tools tailored to staff at varying levels of data responsibility.
• Create and oversee learning opportunities through instructor-led in-person, virtual, and asynchronous formats using evidence-based adult learning methodologies.
• Develop and manage communications strategies to enhance awareness and engagement in privacy and data protection efforts.
• Track and report key performance indicators related to training participation, program effectiveness, and workforce capacity building.

Qualifications:
• Bachelor’s degree in Instructional Design, Public Policy, Legal Studies, Human Resources, Organizational Development, or a related field.
• Minimum of 6 years of experience in technology-based (e-learning) training design or privacy compliance role, with at least 3 years supporting federal or public sector agencies.
• Demonstrated knowledge of federal privacy regulations (Privacy Act, FISMA, OMB Circular A-130).
• Demonstrated experience in drafting successful e-learning instructional content for federal agency or public sector organization.
• Advanced communication skills with the ability to translate legal or technical content into practical guidance and training. Proven success managing projects with multiple stakeholders, deadlines, and competing priorities.
• U.S. Citizenship and the ability to obtain and maintain a Public Trust clearance.

Preferred Qualifications:
• Ed.D., Ph.D., J.D., master’s degree, or other advanced training with work history involving one or more of the following: Federal privacy compliance (e.g., FISMA, HIPAA, Privacy Act), Training design (instructional design methodologies), project management or analysis.
• Certified Information Privacy Professional (CIPP/US) or comparable privacy certification.
• Familiarity with human services programs.
• Experience with adult learning theory, e-learning authoring tools, instructional systems design (ISD), or federal workforce transformation initiatives. Apply tot his job
