Safety & Training Coordinator

POSITION PURPOSE:
Under the direction of the Risk Manager, the incumbent performs a wide variety of tasks in relation to safety, risk management, and training coordination to include developing and implementing policies and programs. The position supports safety operations and training of the organization by coordinating with departments to ensure the compliance of federal, state, and local safety regulations regarding personnel and the operations of the city.
Develops, facilitates, and oversees safety, training, mentoring, onboarding, and employee retention programs for the city. Evaluates and conducts equipment, tools, job task, safety, and mandated training programs. Assess training needs; works with management and staff to design and develop standard operating procedures, provides training, tracks training and implements programs to maintain, enhance or develop the required skills.

Work is performed under limited supervision. The supervisor sets the overall objectives and resources available. The incumbent and supervisor work together to develop the deadlines, projects, and work to be completed. The incumbent is responsible for the work, plans and carries out the assignment, resolves most conflicts that arise, coordinates work with others, and interprets policies on own initiative in terms of established objectives. The incumbent keeps supervisor informed of progress, potentially controversial matters, or far-reaching implications. Work is reviewed in terms of feasibility, compatibility with other work, or effectiveness of results.
Essential duties and responsibilities may include, but are not limited to, the following:
• Develops, coordinates, and advises management regarding the implementation of all policies, procedures, guidelines, rules, and plans related to the city’s safety program and accident/illness prevention programs.
• Identifies, develops, schedules, presents, documents and coordinates education and training programs on safety practices, regulations, rules and procedures; distributes safety material relevant to the organization.
• Ensures integrity of the safety program by reviewing various aspects of the program to ensure compliance with all city policies and relevant laws, regulations, and labor agreements; stays abreast of changing legislation, regulations, industry practices and trends.
• Reviews injury/illness, incident and near-miss reports and conducts investigations or other necessary follow-up as appropriate; provides accident reporting, prevention, and analysis.
• Performs onsite audits and inspections to ensure safety standards are met for equipment, operations/maintenance, facilities operation/maintenance, and work tasks.
• Participates in various process evaluations and reviews, including job hazard analyses, and participates in selecting appropriate personal protective equipment.
• Serves as the Safety Committee Chair; conducts monthly safety committee meetings with all city departments.
• Makes regular site and field visits to ensure safe methods of work are performed, coaches on safe methods of work, reinforces occurrences of safety in the field, and has authority to issue a stop work directive if safety methods are not being appropriately adhered to.
• Conducts research, makes recommendations, and prepares city policies and procedures to implement provisions of WISHA/DOSH/OSHA and other regulations related to occupational safety and health; develops and maintains safety policy and procedures manual.
• Coordinate and ensure routine facility safety inspections are performed on time through either city employees or external vendors including but not limited to, ergonomics, fire extinguisher inspections, first aid kit refills, external defibrillator inspections.
• Implements processes for response to public health risks in the workplace.
• Assists in the administration the Commercial Driver's License and alcohol testing programs; conducts training for employees and supervisors and advises management on actions for employees who hold CDL as part of their job requirements.
• Supports the orientation and onboarding of new employees, including continually improving processes, documents, and materials; assists in creating an organizational culture that is inclusive and welcoming; maximizes transfer of knowledge and skills during the onboarding process and ensures a positive onboarding experience; builds a sense of professionalism and positive attitude amongst staff; familiarizes new employees with safe work practices and city expectations.
• Creates mentorship and succession planning programs; collaborates with management to develop and implement an employee retention program to ensure an educated, safe, and skilled workforce.
• Plans, develops, conducts, coordinates and facilitates a robust learning and development plan city-wide; develops and prepares training programs, mentoring programs, manuals, presentations, and materials to include webinars, videos, visual aids, instruction manuals, standard operating procedures, tasks, and exercises; ensures course curriculum, content, design, and delivery methods are current, relevant, efficient, and maximizes the use of new technology.
• Develops and facilitates other group facilitation by department request to include team building, strategic planning, or department retreats/meetings.
• Tracks employee licenses, endorsements, certifications, medical cards and trainings developing and maintaining databases to ensure accuracy; notifies management of potential problems and/or shortcomings; produces an annual training report.
• Performs various administrative tasks to include, but not limited to: Securing and furnishing evidence of insurance to various vendors and consultants, maintaining vehicle and property insurance schedules, submitting and tracking insurance pool training reimbursements, processing claims, and maintaining and posting OSHA logs.
• Assists the Risk Manager administer the emergency management program to include ensuring proper training is delivered to staff, coordinating volunteer programs, and supporting the general delivery of the program.
• Maintains, develops, and organizes relevant records for risk, safety and training programs city-wide to include responding to public records requests and maintaining and destroying records in compliance with retention guidelines.
• Maintains confidentiality of highly sensitive information.
• Maintains regular, predictable and reliable attendance.
PERIPHERAL DUTIES
• Coordinates with outside vendors to deliver training as necessary.
• Performs functions as assigned in the City’s emergency response plan in the event of an emergency.
• Assists with WCIA administration, and other risk duties as assigned.
• Performs other duties as assigned.

While performing the duties of this position, the incumbent is subject to multiple interruptions by telephones and walk-ins by employees, elected officials and citizens; may be exposed to individuals who are irate or hostile. The noise level in the work environment is usually moderate. The incumbent will be required to drive a city vehicle to travel to and from city offices and field sites as necessary.
Typical business office machinery and equipment include, but not limited to, personal computer including database programs, spreadsheet and word processing software, printer/copy/scanning machine, and telephone.
Evening or variable hours may be required. Occasional travel may be required for trainings and conferences as assigned.
Education, Training and Experience Guidelines
Education: Bachelor’s degree in safety, education, training and development, human resource management, organizational development, or related field is preferred.
Experience: Two (2) years of training or education experience is required; experience in safety programming is preferred.
