About the position
The current vacancy is in the Investments and Commercial Transactions Section of the Legal Division at the Los Angeles County Employees Retirement Association (LACERA). This position is integral to a team comprising attorneys, legal analysts, and secretarial support, all dedicated to providing legal advice and representation on investment issues. The role involves transactional support to LACERA and its Boards of Retirement and Investments, the Executive Office, the Investment Division, and other divisions as necessary. The primary focus is on investing pension plan assets to ensure benefits for members and their beneficiaries. The legal issues addressed will include the interpretation of state regulations, Anti-Money Laundering (AML) and Know Your Customer (KYC) rules, the Internal Revenue Code, and other tax regulations, as well as registration requirements with regulatory agencies, policies, and procedures that may impact the pension plan and its investments within a complex global portfolio. The responsibilities of this position will encompass a variety of tasks including research, analysis, troubleshooting, and responding to internal client requests. The Legal Analyst will be responsible for completing investment-related questionnaires, forms, and registrations, maintaining title holding entities in the real estate portfolio, drafting minutes and resolutions, assisting with investment closings, managing tax returns, applying for tax exemptions, submitting country registrations and powers of attorney to custodians, processing invoices, and keeping logs and spreadsheets updated. The Legal Division consists of a Chief Counsel, Senior Staff Counsels, Staff Counsels, Legal Analysts, and Legal Secretaries, and the legal staff operates within four sections: Litigation and Employment, Investments and Commercial Transactions, Benefits, and Disability. This full-time position requires a 5/40 work schedule (eight hours a day, Monday through Friday) and offers a hybrid work environment, allowing for telework up to three days per week depending on the needs of the Legal Division and LACERA. The current vacancy is specifically in the Investments and Commercial Transactions Section, but the resulting eligible register can be utilized to fill both current and future vacancies throughout the Legal Division.
Responsibilities
• Provide legal advice and representation on investment issues.

Requirements
• Certificate of completion of a paralegal training program approved by the American Bar Association or equivalent, plus four years of experience in a legal office performing investment paralegal duties.

• Valid California Class C Driver License or ability to utilize alternative transportation for job-related functions.
