About the position
The Executive Director, Total Cost of Care Affordability, Non-Hospital Based Markets is a pivotal role within the Program Office, influencing and impacting all lines of business, including Medicare, Commercial, and Medicaid, across the Georgia, MAS, Colorado, and Washington markets. This position reports directly to the Senior Vice President and Chief Financial Officer for Markets outside of California. The flexibility of this role allows it to be located in any Kaiser Permanente market, including Hawaii, Washington, Oregon, California, Colorado, Georgia, Maryland, Virginia, and D.C., ensuring that the organization attracts top talent regardless of their location. In this role, the primary focus will be to establish durable monthly processes in collaboration with Health Care Economics to identify and address unwarranted variations across each service category within the total cost of care. This will involve utilizing actionable upstream leading and downstream lagging data to illuminate impactful areas for improvement. The Executive Director will partner with finance, operational, and care delivery teams across the specified markets, including the Permanente Medical Group and Foundation, to review actionable data and support the execution of primary initiatives aimed at mitigating unwarranted variations. The position also entails monitoring data, performing detailed analytics, and making quantifiable recommendations on initiatives designed to mitigate expense trends and enhance the cost structure. The Executive Director will ensure timely monitoring of critical success metrics for each initiative, develop risk-adjusted targets that align with forecasts and economic plans, and define metrics that enable accurate measurement of success against these targets. Collaboration with Health Care Economics will be essential to ensure appropriate valuation of each initiative, thereby driving the overall financial strategy of the organization.
Responsibilities

Requirements
• Minimum ten (10) years of proven experience leading and executing total cost of care affordability across multiple lines of business including Medicare, Commercial, and Medicaid.

• Strong knowledge of health plan operations and care delivery, including integration of Network, Clinical, Pharmacy, and Health Plan Operations.
,
• Bachelor's degree or equivalent in Finance, Business, Economics, Healthcare Administration or related field.
,
• Successful experience creating a performance-oriented culture driven by process improvement and automation.
,
• Demonstrated expertise as a financial and strategic leader with outstanding financial technical and operational understanding.

• Excellent ability to interpret critical data with problem-solving skills.
