You will manage and administer capital projects contracts, serving as a Road Services subject-matter expert for Architectural, Engineering and Professional (AEP) contracts, covering the full project life-cycle, contract life-cycle, and various funding sources (local, state, and Federal Highway Administration (FHWA)). You will oversee and utilize database software and systems to track, monitor, prepare reports, and respond to requests related to contracts, road inventory, and Government Accounting Standards Board (GASB) 34. Additionally, you will oversee and perform invoice review and contract payment processes, prepare correspondence to consultants, contractors, and public agencies, and audit contract documentation ensuring adherence to King County, state, and federal requirements. Your responsibilities will also include compiling and managing project data using various software platforms, collaborating with internal and external partners to ensure contract compliance, monitoring and administering goods and services contracts, and preparing annual Title VI Reports for the Road Services Division. Responsibilities
• Manage and administer capital projects contracts.

• Serve as a Road Services subject-matter expert for Architectural, Engineering and Professional (AEP) contracts.
,
• Oversee and utilize database software and systems to track, monitor, prepare reports, and respond to requests related to contracts, road inventory, and Government Accounting Standards Board (GASB) 34.
,
• Oversee and perform invoice review and contract payment processes.
,
• Prepare correspondence to consultants, contractors, and public agencies.
,
• Audit contract documentation ensuring adherence to King County, state, and federal requirements.
,
• Lead project teams and respond to WSDOT and FHWA audits, and King County internal reviews of capital projects contracts.
,
• Compile and manage project data using various software platforms, including Microsoft Office Suite products, Teams, SharePoint, Adobe Pro, DocuSign, DCMS/DMCS, PRISM and others.
,
• Collaborate with internal and external partners to ensure contract compliance, including Disadvantaged Business Enterprise (DBE), Equity and Social Justice (ESJ), Small Contractor and Supplier (SCS), and FHWA goals.

• Monitor and administer goods and services contracts, job order requests, and construction contracts.
,
• Oversee and prepare annual Title VI Reports for the Road Services Division.

• Function as the backup to the construction documentation lead.

Requirements
• Four years of professional experience in performing capital program management or project control functions.
,
• Demonstrated experience in contract administration techniques and principles including communication, negotiations, conflict resolution, troubleshooting, and identifying and implementing corrective measures.
,
• Knowledge of technical disciplines and construction techniques required for design and implementation of roadway, bridge, and drainage projects.
,
• Demonstrated proficiency in interpreting, reviewing, and comprehending technical data, plans, specifications, manuals, and publications.
,
• Experience producing technical documents.
,
• Proficient in drafting, scrutinizing, and deciphering contract documents, including scopes of work, evaluation criteria, levels of effort, records of negotiation, justifications, and amendments.
,
• Skill in project management techniques and principles, including budget, schedule development and monitoring.
,
• Knowledge of project documentation requirements and the ability to work with project team to maintain a complete project documentation file.
,
• Proficiency in responding to inquiries from consultants, contractors, and citizens, as well as collaborating with agencies and interest groups.
,
• Demonstrated ability to organize, prioritize, and manage multiple tasks with competing priorities and deadlines in an efficient and timely manner.
,
• Detail and action-oriented with ability to accurately file and organize documentation.
,
• Demonstrated proficiency in the use of Adobe Acrobat Pro, Microsoft Office Suite products, SharePoint, Teams, DocuSign, and other database software platforms.

• Ability to effectively work with diverse individuals, manage and resolve customer difficulties, and foster strong working relationships with co-workers, customers, and other County staff.

• Demonstrated ability to identify and analyze problems, conduct research, troubleshoot, and recommend corrective measures.

• Demonstrated ability to communicate effectively with multiple audiences, including the public, contractors, team members, and other business partners clearly and concisely, both orally and in writing.
