This position will be serving as the Technical Specialist/Expert SME for AASHTOWare Project's Civil Rights and Labor (AWP CRL) and Data Analytics modules and responsible for defining system specifications that migrate
the existing paper-based process and legacy applications to a modern web-based solution.
This individual should have strong general knowledge of application development and architecture principals, and will serve as an expert on AWP modules/products. They are responsible for ensuring team comprehension of technical and functional concepts for this individual will support the team Product Managers and document NCDOT use cases specific to electronic certified payroll, Disadvantaged Business Enterprise (DBE) goals and reporting, and Data Analytics module. They will perform this work by developing Use Cases, Test Cases, Test Scripts, UX modifications using XML, reporting using SQL, in an Agile/DevOps software development team. This position will be responsible for governance of quality for the e-CP and other AWP features as assigned, ensuring the highest possible quality outputs and reducing technical debt through adherence to AWP implementation Best Practices and Standards provided by AASHTO and its vendor. This person will provide support for the product once specific Pilots have been launched, and design integrations with other legacy NCDOT applications and systems (SAP/SharePoint, etc.) This position will be responsible for meeting with NCDOT leaders to gather intelligence, and demonstrate system capabilities, and support.
This position is responsible for working with other analysts to break down the design into milestones and work items, tracking status, managing communication and dependencies both to the technical team, and to the business customer. This individual will also coordinate test validation and rollout for functional components, ensuring customers are informed & trained with sufficient help& training materials. Our preferences are for familiarity and experience with AASHTOWare Project CRL and Data Analytics modules, DOT preconstruction, letting, certified payroll processes, considerable experience building complex analytics queries and building analytics dashboards, business analysis, agile development conventions such as SCRUM, and general familiarity with Agile development life cycle in a state level Department of Transportation(DOT). This individual will work directly for the NCDIT-Transportation Letting and Compliance Systems (LCS) manager.
It is critical this position be filled as soon as possible in order for the LCS IT team to maintain the current level of support for these applications. Preference will be given to candidates living in North Carolina.
