ICF's Early Childhood Insights Portfolio is seeking an Early Childhood Training/Technical Writer to lead and contribute to the development of resources for child and youth professionals providing military child care. Clients include federal, state and non-profit agencies. You will work with a team that develops a broad range of training and communication materials for multiple applications that support military families and child care programs.
This is 100% remote position.
Key Responsibilities:
• Develop multiple types of training and technical assistance resources including reference guides providing end-to-end instructions on how child care program staff will use different data systems to complete their job responsibilities, job aids, process flows, training courses, and short videos (informational, demo).
• Work with the project manager and application teams to develop and maintain project workplans and deliverable timelines to support the development and release of training resources and communications. Prepare weekly status reports, maintain resources in Teams and Smartsheet, and coordinate with other writers and application teams to ensure timely delivery of quality products.
• Collaborate with project managers and business analysts (BAs) about multiple system applications to understand the end-to-end functionality of the application, business rules, and processes.
• Use system requirements documents and the system test environments to develop an in depth understanding of the system application to draft step-by-step instructions.
• Draft website content and communications including email correspondence to families and community partners, push notifications, and FAQs for families and child care providers.
• Follow the project’s standard training framework and writing style guide to develop training resources that have a consistent voice and presentation.
• Work independently to define and manage the timeline, scope of work, and workflow for assigned projects and tasks.
Basic Qualifications:
• Bachelor’s degree in public policy, research methods, public health, program evaluation, psychology, communications, education or a related field, or equivalent.
• 7+ years developing communications or instructions at the state or federal level. Preference given to individuals with experience with one or more of the following programs: military child care, CCDF, Head Start, and prekindergarten programs.
• 3+ years analyzing and interpreting technical requirements and then developing multiple types of training and technical assistance resources to support end-users use of the related data system(s).
• 2+ years providing project management support, developing workplans, and defining tracking processes and mechanisms.

• Experience creating training materials including PowerPoint decks, scripts, handouts, reference guides, and image/video editing using software such as Snagit, Camtasia, Articulate, or ScreenPal.
Preferred Skills
• Familiarity with subsidized child care, child care licensing regulations, certification, and monitoring procedures.
• Familiarity with military child care programs.
• Experience synthesizing a broad range of resources and ensuring consistent messaging across products.
• Experience implementing communications or marketing strategies involving myriad community partners and interest groups.
• Familiarity with federal Plain Language Guidelines or other style guidelines such as AP, GPO, and APA.
