The Central Services Division is responsible for the critical operations that ensure the agency functions effectively, and efficiently, in support of its mission and in compliance with state and federal requirements. This includes financial management such as budgeting, accounting, payroll, procurement, contracting, and federal grants administration, to ensure fiscal integrity and resource stewardship. The division also oversees information technology and database management, providing secure, innovative, reliable systems that support agency operations. Additionally, the division manages employee services, including strategic workforce planning, recruitment, classification and compensation, employee relations, leave administration, training, wellness programs, and personnel action processing. WHAT YOU WILL BE DOING The primary purpose of this position is to serve as the agency’s Procurement and Contracts Officer, which provides planning and coordination of personal/professional contracting activities and intergovernmental agreements to ensure that the necessary services are obtained in a manner that complies with all applicable state and federal policies, regulations, and laws. This position assists in managing the volume of new contracts, agreements, and amendments in a complex environment characterized by multiple funding sources, high-value consideration amounts, technical regulatory terms and conditions, and unfavorable market components. This position also supports the agency by working with senior staff on business process improvements with the goal of long-term efficiency gains. This position is eligible for hybrid remote work, with a work schedule of 8:00 am – 5:00 pm, Monday–Friday. The incumbent will be expected to be physically at the central workplace located at 550 Capitol St. NE in Salem, Oregon, at least six (6) times per year. This includes attendance at pre-scheduled in-person all-staff meetings. The position may also be required to work at the central workplace on a more frequent basis with advance notice, as needed. WHAT WE ARE LOOKING FOR Four years procurement and contract experience related to the position. Two of the four years must have been at the professional-level such as developing and administering standard contracts, agreements, or solicitations. -OR- A bachelor’s degree and one year of professional-level procurement and contract experience related to the position. -OR- Any combination of experience and education equivalent to four years of procurement and contract experience related to the position. The most successful candidate will also have the following skills, experience, and background: Experience with government procurement, including Oregon Procurement Basic, Intermediate, or Advanced Certification. Ability to work effectively, independently, and as part of a team in a high-volume environment. Excellent communication skills, both verbal and in writing, including the ability to provide technical information in a clear, effective, and professional manner. Professional experience researching and applying appropriate Oregon government procurement laws, rules, policies, and procedures. Strong organizational skills, excellent attention to detail, and the ability to multitask. Proficiency in Microsoft applications such as Outlook, Word, and Excel. Experience providing excellent customer service to internal and external partners.
