About the position
The Data Scientist (Data and Analytics Manager) position involves overseeing records, information, and data management while providing both administrative and technical guidance. The role requires analyzing programmatic trends and recommending actions, as well as developing pilots and prototypes to meet mission data needs. Additionally, the individual will serve as a Contracting Officer's Representative (COR) with limited time spent on contracts and agreements.
Responsibilities
• Serve as a data scientist for records, information, and data management.

• Provide administrative and technical oversight.

• Analyze current and future programmatic trends, changes, and relationships, and recommend actions.

• Develop pilots and prototypes to address mission data needs.
,
• Serve as a Contracting Officer's Representative (COR).
,
• Spend less than 25% of work time on contracts, grants/cooperative agreements, and/or interagency agreements.
Requirements
• Bachelor's or higher degree in mathematics, statistics, computer science, data science, or a related field.
,
• 1 year of full-time specialized experience equivalent to at least the GS-11 level, including designing, developing, and maintaining databases.

• Experience using information systems and software applications to analyze and manage data sets.
,
• Skill in applying analytical and evaluative techniques to identify, analyze, and resolve problems.
,
• Knowledge of contract administration and post-award procedures.
,
• Knowledge of data analytics and visualization tools.
,
• Knowledge of machine learning, predictive analysis, prescriptive analysis, and optimization.
,
• Skill in technical and analytical writing.
,
• Knowledge of standards and requirements for competition to prepare statements of work and justifications.

• Ability to administer post-award procedures and advise Contractor Officer on performance.

• Skill in oral communication.
