We are seeking a highly skilled and experienced Oracle HCM Functional Lead with advanced expertise in both Oracle Time and Labor (OTL) Cloud and Oracle Absence Management Cloud modules. This role is critical to supporting enterprise-wide initiatives focused on optimizing time tracking, leave management, and payroll integration across complex organizational structures. You will possess a strong functional understanding of timekeeping policies, leave accrual logic, and labor compliance requirements, combined with deep technical proficiency in API-based integrations, including REST and SOAP APIs and Oracle Integration Cloud (OIC). The consultant will serve as a bridge between business and IT, configuring scalable Oracle solutions and ensuring seamless interoperability with third-party platforms such as payroll systems and time clocks.

WORK SCHEDULE: Business Hours, Pacific Time Zone; 6-month engagement, potential extension
PAY RATE: $100/hour

WHAT YOU'LL DO:
• Configure and maintain Oracle Time and Labor (OTL) Cloud modules including time entry profiles, approval workflows, time card layouts, validation rules, and labor categories tailored to client requirements.
• Configure and support Oracle Absence Management Cloud, including the setup of leave plans, accrual formulas, eligibility profiles, carryover rules, and absence calendars.
• Analyze complex time tracking and leave management requirements and translate them into scalable Oracle HCM Cloud configurations that align with business policies and union agreements.
• Develop and maintain robust API-based integrations between Oracle OTL/Absence Management, Oracle HCM Cloud, and external systems such as payroll providers (e.g., ADP), attendance platforms (e.g., Kronos), and reporting tools, using REST and SOAP APIs and Oracle Integration Cloud (OIC).
• Troubleshoot and resolve technical issues including approval routing failures, integration sync errors, time entry discrepancies, and retroactive accrual miscalculations.
• Partner with HR, Payroll, and IT to ensure accurate and timely data flows for payroll processing, compliance audits, and workforce reporting.
• Support testing cycles including unit testing, integration testing, and user acceptance testing (UAT) to validate configurations and interfaces.
• Document functional requirements, integration specifications, configuration changes, and process flows to ensure knowledge transfer and long-term maintainability.
• Deliver training and support to end-users and system administrators to drive adoption of new features and workflows.
WHAT YOU'LL BRING:
• 6+ years of hands-on Oracle HCM Cloud experience, including a minimum of 3 years each in Time and Labor and Absence Management implementation and support.
• Expert-level proficiency in API development and integration, including hands-on experience with REST and SOAP APIs, Oracle Integration Cloud (OIC), and third-party middleware platforms.
• Proven ability to design and deploy time and absence solutions that address complex eligibility rules, shift policies, union labor agreements, and compliance mandates.
• Demonstrated success in implementing and maintaining cross-platform integrations between Oracle Cloud HCM modules and external payroll, time capture, or reporting systems.
• Strong troubleshooting skills with a track record of resolving API connectivity issues, approval logic failures, and accrual discrepancies across distributed systems.
• Exceptional written and verbal communication skills with the ability to interface effectively with HR, IT, and executive stakeholders.
• Experience supporting public sector, higher education, utilities, or similarly regulated industries is highly desirable.
• Strong documentation, presentation, and stakeholder engagement skills with a focus on clarity, accuracy, and knowledge sustainability.
• Bachelor's degree in Computer Science, Information Systems, Business, or related field (advanced degree preferred); Oracle Cloud certifications a strong plus.
