About the role:
The Senior Manager I, Data Science and Analytics will provide leadership and oversight to a team of analysts and data scientists at varying levels. The Senior Manager should have deep technical expertise, strong communication, and demonstrated people leadership skills. They should be a creative and collaborative leader who is always looking to understand the needs of their client and provide innovative solutions to deliver on those needs. They aren't afraid of messy data and are comfortable working in a fast-paced, production-oriented environment. In this position you will:
• Lead a team of Data Scientists and Analysts to develop, implement, and deliver a suite of analytics products and services that inform decision-making for healthcare.gov communications.
• Provide mentorship and supervision using your technical background and experience to help others grow
• Collaborate with senior leadership and stakeholders to propose, design, and evaluate data science projects (including longitudinal experiments, A/B testing, and statistical modeling).
• Ensure that products and results from analytics and data science projects (e.g. reports, models, projections, presentations) are high quality and meet business requirements
• Support program leadership by providing strategic business insight and actionable recommendations based on findings
• Collaborate with engineers, program leadership, and external stakeholders to troubleshoot problems and proactively create solutions
• Ensure team excellence by maintaining process documentation and staying apprised of new standard best practices in analytics and data science
This role is both supervisory (direct and indirect reports) and a hands-on individual contributor providing technical guidance and support.
What we are seeking:
• 5+ years of relevant experience with at least 1-year managing managers, analysts and/or data scientists
• Experience with and ability to apply knowledge of foundations of statistics and modeling (distributions, parameter estimation, confidence intervals, and tests, etc.) both in your work and in the ability to teach and guide others
• Experience with experimental design and causal inference
• Advanced understanding of statistical programming languages, preferably SQL, R, and/or Python
• Expertise in building predictive models using regression and machine learning techniques
• Experience developing processes for scoping complex projects and refining ambiguous goals
• Strong familiarity with analyzing/interpreting data and large volumes of information to distill what is most important
• Ability to effectively communicate and present technical concepts to a non-technical audience, both in writing and verbally
• Experience creating and delivering informative and engaging data visualizations using industry-leading tools to combine data insights with strong storytelling, both in your work and in the ability to teach and guide others
• Leadership competencies in the following: empathy, active listening, coaching/feedback, integrity, decisiveness, and problem-solving
• In order to be qualified for this position you must currently have or be able to obtain and maintain a Federal Public Trust security clearance, which requires either US Citizenship or three (3) of five (5) years of US residency
