Position Description and Responsibilities:

The Business development/technical writer position reports directly to the CEO or other individuals as designated by the GMG CEO. The Business Development / Technical Proposal Writer is responsible for identifying and pursuing business opportunities within the federal, state, and local government sectors. This role requires expertise in proposal writing, government contracting, and business development to secure contracts that align with organizational objectives. The individual will manage the full proposal lifecycle, ensuring the submission of high-quality, compliant, and compelling proposals.

This position supports GMG business development strategic objectives and program requirements. This position is full-time and is classified as exempt.

Priorities
• Perform daily research on SAM, GSA and RFP subscription services to identify potential opportunities and perform research intelligence on opportunities identified.
• Prepare project plan for pipeline of approved opportunities with due dates and milestones, and report on proposal success rates.
• Attend weekly meetings with CEO or Proposal Manager to discuss opportunity pipeline and priorities.
• Work with H/R to source resumes for opportunities being pursued.
• Lead the end-to-end proposal process, including planning, development, and submission of responses to RFIs, RFQs, RFPs, and unsolicited proposals.
• Collaborate with subject matter experts, executives, and technical teams to gather and synthesize input for proposal content.
• Write clear, concise, and compelling proposals that align with solicitation requirements and evaluation criteria.
• Develop and maintain proposal templates, boilerplate language, and supporting documentation to streamline the proposal process.
• Ensure compliance with all solicitation instructions and government regulations, including FAR/DFAR guidelines.
• Prepare and attend oral presentations as needed.
• Work with the H/R department to develop advertisements and job descriptions for recruitment of potential project positions.
• Respond to all agency clarification requests on submitted opportunities by coordinating responses with all stakeholders and SME’s while ensuring that responses are received within the stipulated timeframe.
• Prepare Past performance compilation and organize in GMG format and branding image.
• Organize all GMG Graphics for proposals.
• Assist with transitioning projects as necessary.
• Support the development of capture plans, win strategies, and teaming arrangements for targeted opportunities.
• Analyze debriefings and feedback to continuously improve the proposal process and outcomes.

Qualifications

Education
• Bachelor’s degree in business administration, Communications, English, or a related field. Advanced degree preferred.

Experience
• 3+ years of experience in business development, proposal writing, or a related field, preferably within the government contracting sector.
• Proven track record of winning government contracts.

Skills
• Exceptional written and verbal communication skills.
• Strong understanding of federal acquisition processes, including FAR, DFAR, and Uniform Guidance.
• Proficiency in proposal software (e.g., MS Office, Adobe Acrobat, SharePoint) and CRM tools.
• Strong project management skills with the ability to prioritize tasks and meet tight deadlines.
• Detail-oriented, analytical, and able to work independently or as part of a team.
